Normalizes the users first and last name and/or reformats the username.

Examples of name normalization:

• James SMITH-GARCIA => James Smith-Garcia
• james smith_garcia => James Smith-Garcia

Example of username reformatting:

• James Smith-Garcia => JamesSmithGarcia

Parsing can be done:

• automatically for new users or users whose profile is updated
• manually for all existing users (an admin click on a button)

When username formatting is enabled, the username field during registration and the page in the account settings are hidden from the user, but administrators can force a different username.
